Higher Education Adult Part-Time Student (HEAPS) Grant
Workforce Development Component

HEAPS Application | FAFSA Application | Institutional Code: 040385

Program Purpose and Goals
The Higher Education Adult Part-time Student (HEAPS) Grant Program is designed to encourage and enable more West Virginia residents to continue their education. The object of the workforce development component of HEAPS is two-fold: assisting recipients in upgrading their occupational skills and, by offering an incentive for additional education and training, to improve the workforce of West Virginia.

Amount of Award
The award for the workforce development component of HEAPS shall be no greater than the average amount charged for comparable training at West Virginia public colleges and universities or at vocational/technical schools under the jurisdiction of the Department of Education.
Total aid, including the HEAPS award, may not exceed the total cost of education as defined by the institution being attended. The current maximum HEAPS award is $2000 per year.

Student Eligibility
A person is eligible for consideration for a grant through the workforce development component of HEAPS if the person:
  • Demonstrates financial need for the funds. The applicant must complete an application for HEAPS Workforce Development Component as well as the Free Application for Federal Student Aid (FAFSA).
  • Is a West Virginia resident and may not be considered a resident of any other state. State resident means a person who has lived in West Virginia continuously for a minimum of twelve months immediately preceding the date of application for HEAPS grant or renewal of a grant.
  • Is a United States citizen or permanent resident thereof.
  • Is not incarcerated in a correctional facility.
  • Is not in default on a higher education loan.
  • Is in compliance with Military Selective Service Act.
  • Is making satisfactory progress at the time of application.
    * Satisfactory progress for a first time award means being accepted for enrollment by the institution the applicant plans to attend. Thereafter, satisfactory progress means continuous advancement toward completion of the program on the normal schedule established for that program.
Students must apply directly to Pierpont Continuing Education. The application is checked for accuracy and then sent to the Higher Education Policy Commission Central Office. The WV HEPC then determines eligibility, and the College will contact the applicant to notify them of any grant funding awarded. Recipients will be selected based on the applicant’s eligibility, program of study, and the availability of funds.

Application Procedures
As of the 2014-2015 academic year, the HEAPS application is now a 2-part process.

Step 1:
All students must complete the Free Application for Federal Student Aid (FAFSA).
The FAFSA must be submitted online at: www.fafsa.ed.gov.
  • Use Pierpont Community & Technical College's school code: 040385.
  • Students under the age of 24 may be required to submit parental tax information unless they are determined "independent" per federal aid guidelines.
  • You will be required to connect your federal tax (IRS) information to your FAFSA application (directions online).
  • You must electronically sign your FAFSA using your PIN number. Available at: www.pin.ed.gov.

Step 2:
After completing Step 1 (FAFSA), students must complete and submit the Pierpont Higher Education Adult Part-Time Student (HEAPS) Application.

Award Determination
A student award amount is determined based upon “need” as defined by FAFSA. Awards can be up to the full-cost of training, not to exceed $2000. Awarding is done by the WV Higher Education Policy Commission and can take up to 3 to 4 weeks for determination. Please plan accordingly when applying for aid.

Students will be notified of their award status by Pierpont Continuing Education once eligibility has been determined by the state.

Students will then have up to 90 days to accept their award and begin their training program.
